Yeah the England C thing is an interesting one - clearly the remit isn't to pick the best team from the non-leagues, else surely Rice (amongst others) would be in the squad instead of that keeper from Concord Rangers.

I think the change in ethos has been made relatively recently. The tournament we enter is specifically an under-23 tournament. We play against some countries national u-21 squad in the tournament as well as similar u-23 semi-pro teams. I believe the FA see this as a shift towards development, helping younger players who may have a future at a higher level gain experience.
