Strangely enough Liverpool had Markovic Red Carded on Tuesday for the same thing. Player threw his arms behind him to shrug off the defender and made minimal contact with the face of the defender. Almost identical to Downes BUT did the camera film the whole incident.
I suspect we did not see the full story.
Good story on OS today. Chris Hargreaves is right. We must improve our discipline.

Lino catches a glimpse of a white flailing arm and sees a massive black bloke rolling about as if he's been shot (guess which team is managed by Martin Allen). No question in his mind who is the aggressor. Judging from the reaction of the Barnet player, the aforementioned arm just have made quite some contact.
Unless, of course, there's more to it then we saw on that video.

I think the maximum clubs can fine their players is two weeks wages.
