Firstly Oxford City are in the National League South, like you I would guess he will score a few. He may be finding his current level, as low as he will go for now. This may be his time to bounce back. It doesn't work for some for a number of reasons, service from the midfield or wings being one. Playing time and being out of favour with the manager. We all know Gary likes players who give 100% and fight to get the ball back.
