For me it depends entirely on what the billionaire wanted to spend his money on. If he wanted to pump his money into the team so we can buy Lionel Messi, then no, I wouldn't want that. If he were to invest in the infrastructure around the club allowing the club to earn it's own money and grow the club properly, then absolutely.

I also wouldn't want him to build a new stadium, but I wouldn't mind if it were surrounded by astroturf pitches which could be rented out, bars, shops and a hotel to earn money from.

Have you people forgotten Chris Roberts already or what happened to Portsmouth and Birmingham and countless others? No thanks to any of that.
If a gull fan has a few quid they want to invest then great but no thanks to foreign owners. Only two reasons they ever invest, to make money or massage their ego, both of which rarely work out well for the club in the long term.
