That is the only fair way to do it.
Mind you, this would ensure that teams have fewer games to play - 7 who get to the final, fewer for everybody else - which could then mean it'd be able to be done inside a month. Playing out the rest of fixtures is ideal but if nothing is able to be played until July, squeezing in up to 9 games prior to the start of next season is tough. (leaving aside all the contracts issues and giving teams enough time to prepare for 2020-2021).
I don't think there's going to be any football played between now and at least mid-May, and even that is wildly optimistic. The season should be given time to conclude, though - maybe they can start 2020-21 late; give this season until the end of August to complete; 3 or 4 weeks off for 'pre-season', and then back at it in October. Push the end of *that* season back until mid-june 2021, and then get back on a decent schedule.
